Bulletin 8 - A profile of children and adolescents in the situation of the streets and institutional care in Brazil

The data described in the research report are part of a study called To Know is to Care, a partnership between the Beneficent Association of the Young Nazarene, a practice and policy nonprofit organization working in the northeast of Brazil to assist homeless youth return to family and community, and CIESPI at PUC-Rio.
The study includes a survey of youth on the streets and in institution care in the seventeen Brazilian cities with populations in excess of one million inhabitants. Data was collected from youth on the streets at different times during the day and from young people with a street history in institutions.
Bulletin 7 - The voices of pregnant young women and mothers in vulnerable situation: A study and suggestions for public policies

Conducted with CIESPI’s long term partner, the service organization the Beneficial Association of Sao Martinho, it is the third of the series of studies on the topic. The report analyses information from and about a group of young pregnant women or young mothers living either on the streets or in squats in the central district of the city of Rio de Janeiro served by Sao Martinho.

Introduction
This bulletin is one of several publications from a project titled “The process of constructing and implementing public policies for children and adolescents in the situation of the streets” undertaken by the International Center for the Study of Childhood. The purpose of the study is to analyze the process by which policies on children and adolescents (hereafter, children) are established and implemented by municipal Councils for the Rights of Children and Adolescents. Such councils and their counterparts at the state and the national levels were established by federal law in 1990 and have the responsibility of providing citizen input into the process of guaranteeing and implementing the rights of children. This bulletin is a preliminary summary of the opportunities and challenges encountered in Councils’ work in developing policies on street children in Rio de Janeiro and six other cities. April 2011.

This is the first newsletter of an exciting new project at CIESPI. We wish to share the progress of the project with our many partners and colleagues and we invite your comments on the work. CIESPI facilitates broad dialogue to improve policies for children in the situation of the streets2 in Rio de Janeiro.
In July 2008, CIESPI began a new project to inform and assist the work of the Rio de Janeiro Council on the Rights of Children and Youth as the Council works to approve a formal written policy to improve services for children on the streets. The project is part of one of CIESPI’s major areas of inquiry: Children, Youth, Poverty and Inequality: A Challenge to Human Rights. April 2009.

Project update
We are pleased to report that the Council on Children’s Rights for the Municipality of Rio de Janeiro2 has formally adopted a new policy on children in the situation of the streets. That policy can be found at the CIESPI web site (www.ciespi.org.br). This marks the first time that a new policy on street children has been adopted through the mechanism of thorough and extensive debate in a municipal Council. CIESPI is pleased to have been able to provide the Rio Council with relevant research data during its deliberations and to have helped to facilitate some of those discussions. October 2009.
